     Arthur Troop
Founder of Association

Founded on the 1st January 1950, the International Police Association (IPA) is today the undisputed major police organization in the world, both in numerical strength and influence. In the 56 intervening years its Esperanto motto servo per Amikeco (service through friendship) has reached more people than one could ever have imagined. The IPA was the brainchild of Arthur Troop DEM, a police sergant from Lincolnshire, England, who wanted to create a channel for friendship and international cooperation amongst police officers.

International Police Association is a non-ranking world organization of Police Officers, which was established in 1950 and it has acquired the status of observer in the United Nations. International Police Assocation consists of about 62 countries as members. Pakistan joined this association in the 1996 and after remaining as section in foundation, Pakistan got full affiliation as an Independent Section of International Police Association during International Executive Council Conference, United States of America in the year 2001.

Every year, an annual conference is held at a pre-determined venue, which is attended by the delegates of all member countries. There is usually one delegate/observers but each section has voting only. Besides, delegate/observers, families of International Police Association members have right to vote. A separate arrangement is, however, always made for the visitors to move around for shopping, sightseeing and study tours. Annual conference is always followed by a friendship week to be hosted by the same country. A separate programme is issued for friendship week every year.
